Texting policies
We use our text messaging service TXT OUTLIER to deliver news and to find out what information people need. People can also use our texting platform to talk to a reporter one-on-one if they have an issue.

Message and data rates may apply and carriers are not liable for undelivered or delayed messages. People may receive up to 4 messages a month.
